Implement Mandatory Licensing for All Cyclists

The Issue

Acting from personal experience, this issue addressing unregulated cycling activity warrants critical attention. The incident in question transpired during an ordinary day in Vancouver, BC. I witnessed a perilous event where a young boy narrowly avoided a collision with an oncoming car after being misinformed by his father that stop signs do not apply to cyclists. A dangerous misunderstanding, which prompted an unjustifiable tirade towards the unsuspecting driver and myself when attempting to correct this misconceived notion. Although this event was shaken off as a mere accident, it highlights broader safety concerns due to the existing lack of regulations governing cycling behavior.

Cycling constitutes a crucial part of urban life in Vancouver, but it also entails the responsibility and knowledge adhering to road safety rules. The Canadian Automobile Association reported more than 7,500 cyclist collisions with motor vehicles in Canada between 2014 - 2018, 96% of which resulted in injury or death. These figures starkly remind us of the urgent need for a regulation that can potentially avoid these unfortunate incidents.

Therefore, we propose a city-wide mandatory licensing program for cyclists in Vancouver, BC. The program will ensure that all cyclists have a comprehensive understanding of the road rules, leading to safer roads for all users. It will also establish accountability, enabling authorities to enforce road safety rules more effectively.
