Implement Licensure for Medical Laboratory Professionals in Washington

The Issue

Currently, individuals performing diagnostic testing in Washington are not required to hold a state license. According to the U.S. Bureau of Labor Statistics Occupational Employment and Wage Estimates, there are approximately 7,880 medical laboratory professionals working in Washington. While certification through organizations such as the American Society for Clinical Pathology (ASCP) or other recognized bodies is considered the gold standard, uncertified individuals are frequently employed throughout the state.

This lack of regulation allows patient testing to be conducted by individuals who may not possess the specialized training and expertise required to ensure accuracy, nor do they always work under the oversight of certified laboratory professionals or board-certified Anatomic or Clinical Pathologists. Such gaps create risks to patient safety, as inaccurate or unreliable test results can lead to misdiagnosis, delayed treatment, or inappropriate care.

Certified medical laboratory professionals undergo rigorous education and training to safeguard the integrity of laboratory testing and ensure reliable results. Without state-based licensure and oversight, Washington patients cannot be assured that those supervising their diagnostic testing meet minimum standards of competence and accountability.

For the safety of all patients in Washington, we respectfully petition that the State implement licensure requirements for medical laboratory professionals, thereby aligning Washington with best practices across healthcare and ensuring that every patient receives care informed by accurate, reliable laboratory results.

This petition is asking the state to develop rules for the oversight of individuals performing testing in the State of Washington. To include requirements for Licensure for Medical Laboratory Professionals performing delegated tasks as Technical Consultants, General Supervisors, and Technical Supervisors.
