Implement Laws Requiring All Dogs to have a license & certificate of training program.

As a responsible owner of a bully typed dog, I have witnessed the dangers posed by dogs off leads in public spaces. XL bullys & bully types, are often now currently the victims of attacks from other breeds whose owners lack control or recall over them. These incidents are not only traumatic for our pets but also pose a significant risk to public safety.

Despite this, irresponsible owners face no prosecution for having their dogs out of control. This lack of accountability is unacceptable and needs to change. We propose that laws be passed requiring all dogs, regardless of breed, to only be owned with a licence in place, as well as a certificate of government approved 10 week training program.  The proposed regulations attatched to a dog license could include a points system , which would include data recorded on the animals microchip, for if animal or owner offends. If maximum points are reached, then fines, bans , muzzling in public, & possibly more severe action could be implemented . 

Using data from the Merseyside police, the top 5 dogs recorded in attacks were:

1) Jack Russell.

2) Staffordshire bull terrier.

3) pit bull terrier.

4) German shepherd.

5) Rottweiler

 

There were 21,918  attacks by dogs reported in England & wales in 2022, compared to the 16,394 reported in England & Wales in 2008.This statistic underscores the urgent need for measures that ensure responsible pet ownership and protect both people and animals from harm.


By implementing laws that require all dogs to be owned under licence, & certificate of training, could potentially,  significantly reduce these incidents while promoting an environment where all breeds can coexist peacefully.
