The Issue

**An Urgent Call for Change in Owen Sound's Policing Methods**

On March 8th, 2026, a disturbing incident shook the community of Owen Sound. Following reports of a possible impaired driver, local police intervened and, during the arrest, an unexpected event took place that highlighted the urgent need for reform in police training regarding canine encounters.  https://www.owensoundpolice.com/owen-sound-police-news/posts/officers-attacked-by-dog-during-impaired-arrest/

As the arrest unfolded, a dog apprehended in the suspect's vehicle attacked an officer, injuring them. A responding officer was able to humanely manage the situation, yet another officer chose to fatally shoot the dog. This stark contrast in handling the situation reveals a critical gap in training and procedures that desperately needs addressing.

**Why This Matters**

This incident is emblematic of a larger issue that goes beyond a single unfortunate event. The absence of consistent humane canine handling training not only endangers the lives of animals but also the safety of the officers and the trust of the community they serve. Unequipped officers might react out of fear or misunderstanding, leading to tragic outcomes that could be avoided with proper education and training.

Moreover, there's a troubling lack of external oversight or independent investigations when such fatal incidents occur involving police officers and canines. This absence of accountability only exacerbates community distrust in law enforcement's ability to serve and protect justly.

**Our Demand for Action**

We, the undersigned, demand immediate action from Owen Sound's city officials and law enforcement agencies:

1. **Implementation of Comprehensive Canine Encounter Training**: Mandatory training programs must be put in place for all officers to ensure humane and understanding interactions with animals, reducing unnecessary harm.

2. **Independent Investigations**: Establishment of independent review boards to investigate all incidents involving police and animals, ensuring accountability and transparency.

3. **Policy Reforms**: Clear guidelines should be delineated that focus on non-lethal methods of managing animal interactions. Officers who choose lethal methods without justified cause must face consequences and potential removal from armed positions.

The time to act is now. Every day without change is another day where an avoidable tragedy might happen again. Stand with us in urging our city leaders to prioritize humane police training and accountable practices. Sign this petition to make Owen Sound a model of compassionate and responsible law enforcement. Your signature is a step towards a safer, more conscientious community.
