Recent tragic, high-speed boating accidents on the Fox River and Fox Chain O'Lakes have made it devastatingly clear that our current safety regulations are failing. Over-congestion, excessive speeds, and reckless operation in narrow channels have turned our shared community waterway into a high-risk zone for families, responsible boaters, kayakers, and swimmers alike. We cannot treat preventable deaths as the inevitable cost of summer recreation. While the vast majority of boaters operate responsibly, a dangerous minority continues to exploit a lack of clear restrictions and visible law enforcement. Waiting until after a tragedy occurs to hold individuals accountable is no longer enough. We must proactively regulate our environment to protect human lives. We, the undersigned residents, boaters, and community members, petition the Fox Waterway Agency (FWA), the Illinois Department of Natural Resources (IDNR), and local county sheriff departments to immediately implement the following four-tier safety framework:

1. Sensible Horsepower Restrictions: Implement a maximum horsepower cap for recreational watercraft operating on narrow river channels, ensuring that high-performance hulls designed for open-water racing are restricted in heavily congested, low-maneuverability zones.
2. Weekend Speed Limits & Active Radar Monitoring: Establish a strict, mandatory daytime speed limit (e.g., 25–30 MPH) on weekends and holidays when the river is at peak capacity. Equip marine patrols with active radar speed detection tools to enforce these limits dynamically.
3. Expanded and Uniform "No-Wake" Zones: Extend mandatory "No-Wake" zones through all high-risk bottlenecks, blind bends, and highly populated commercial dock areas. These zones must be clearly marked with uniform, highly visible buoy systems.
4. Heavier Policing and BUI Checkpoints: Increase funding and physical deployment of IDNR and Marine Patrol units during peak season. Implement aggressive, zero-tolerance Boating Under the Influence (BUI) checkpoints at major choke points to remove impaired drivers before they cause catastrophic harm.

This petition is not about taking away the freedom of responsible boat owners or harming local tourism. It is about establishing the same baseline safety rules on our water that we already accept on our roads—like speed limits in school zones or guardrails on dangerous curves.
