Implement a Provision for Stimulus Checks via Alabama Education Lottery Amendment

The Issue

Gaming could bring Alabama $710 million annually
In February 2020, Gov. Kay Ivey created the Governor's Study Group on Gambling and requested the Legislature pause gaming bills until her group could "get the facts."

In December 2020 the group released a report projecting that gaming could boost state revenue by around $710 million per year. That figure is based on estimates that 60 percent of Alabamians would gamble, raising funds from a lottery ($300 million), casinos ($300-$400 million) and a sportsbook ($10-$15 million). It's time to try a new approach that would offer an education lottery for our kid's future and a break for all of us striving to make ends meet against the backdrop of inflation, rising housing costs/grocery bills, student loan debts and various other financial burdens.

Consequently, we propose an addition to any future education lottery amendment. This provision would distribute about $600, or so, every three to five years to Alabamians who have an Adjusted Gross Income (AGI) of up to $90,000 for singles and married persons filing a separate return, up to $145,500 for heads of households, and up to $165,000 for married couples filing joint returns and surviving spouses. 

This decision would provide a tangible step toward alleviating the financial pressure that so many of us in Alabama face. It's not just about providing relief, but about empowering our citizens to better handle the economic challenges that come our way. The lottery can benefit our kids in the future and adults in the present. Revenue generated will come from lottery ticket sales of individuals from Alabama and the surrounding states. Alabamians has sent kids from other states to higher learning for years. It's time they did the same for us.
