We demand that the Minneapolis City Council and the Mayor fight for our communities by strengthening the separation ordinance! No Collusion, No Crowd Control, No Cover-Ups, and Real Consequences!

Detailed demands:
NO COLLUSION
- No employee of the City of Minneapolis or Minneapolis Police Department (MPD) will inquire about a person’s immigration status at any time or for any reason.
- No employee of the City of Minneapolis or MPD will cooperate with federal agents/officers from any federal law enforcement agency for any reason. The City maintains that federal resources are sufficient to carry out operations on their own behalf and will refuse the use of any city resources, regardless of the reason.
- The City of Minneapolis and MPD will refuse to share information with federal law enforcement.
- MPD officers must issue citations rather than arrest persons for minor criminal violations, in every instance allowed under Minnesota law.
NO CROWD CONTROL
- MPD will refuse to respond to federal requests for assistance with supportive roles like police taping or crowd control.
- MPD will act to protect community members from federal agents/officers. If MPD officers arrive at a protest where residents are confronting federal law enforcement, MPD will assist residents to immediately remove federal agents from the scene and will prevent federal agents from abusing or detaining protesters.
- MPD has a duty to intervene against abuse of power. MPD officers will shelter and protect any person fleeing federal agents and refuse to turn over any individual to federal custody in the event of a raid or during a protest. MPD will reserve the right to verify that person’s identity and verify no criminal warrants are outstanding.
NO COVER UPS
- Law enforcement officers from any level of government will be banned from using any type of face covering, full or partial, within the city of Minneapolis.
- MPD will suspend its officers if they are found covering their face, hiding their badge, or in any way obscuring their identify.
- MPD will immediately arrest any law enforcement agent or officer, at any level of government and with any agency, who covers their face or obscures their identity or badge by any means, or refuses to identify themselves and their agency either to an MPD officer or any Minneapolis resident.
- MPD will provide a full and transparent report of the reason for police presence during a federal incident, including the release of all related 911 transcripts within 24 hours.
REAL CONSEQUENCES
- Any MPD officer accused of violating any part of the separation ordinance will be placed on immediate unpaid suspension. If violations are found, the officer will be subject to termination of employment. MPD will negotiate this language be added to the labor agreement with the Police Officers Federation, currently set to expire on 12/31/2025.
- All City and MPD staff will be subject to a civil penalty of $1,000.00 if found to have acted in a manner that violates the ordinance.
- The Chief of Police will hold a community meeting within 3 days of an incident, in the precinct in which it occurred, to address police misconduct concerns from community members.
- The Mayor and City Council will hold a community hearing within one week of an incident to directly address community concerns.
- If the Mayor is found to have violated any part of the ordinance, City Councilmembers will assist their ward residents in demanding a recall election.
- City leaders will host a biannual, open community forum to provide data reports to city residents of any known or discovered federal activity that occurred within Minneapolis, and provide copies of any requests received asking for cooperation with federal authorities, along with copies of the replies from the City or the MPD.
