HUD Secretary Marcia Fudge Reinstate a Homeless (73) Year Old Blind Woman's Section 8
The Issue
Sandra Wright is a seventy-three (73) year old blind woman. She is homeless and paralyzed due to a stroke. HUD unfairly, unjustly, and inhumanely terminated Sandra's Section 8 Housing Choice Voucher. The fact of the matter is, Sandra is blind. Being blind made it impossible for Sandra to complete the Section 8 annual recertification form.
According to federal and state laws a government agency must adhere to The Americans with Disabilities Act, Section 504 Title II and Title III, signed into law on July 26, 1990, by President George H.W. Bush. This law states a government agency must offer a disabled person a reasonable accommodation, for the person's disability. HUD has never offered Sandra any form of reasonable accommodations for Sandra's visual disability. Sandra had a Section 8 Housing Choice Voucher for over ten years before HUD terminated Sandra's Section 8. Sandra was on the Section 8 wait list for over ten years. Before HUD approved Sandra for Section 8.
On February 24, 2022, Kenneth J. Carroll, HUD Director of Region X Office of Fair Housing and Equal Opportunity in San Francisco, California. responded to Sandra's letter asking HUD to reinstate her Section 8. Kenneth J. Carroll responded by using certified mail number 9307 1000 3860 0233 3928 30. The letter stated, “We cannot offer you the assistance you seek and will no longer respond to any subsequent communication with this office on this matter.”
On February 24, 2022, appeal letters from Sandra and Rafael Wright. were mailed to Marcia Fudge, Secretary of HUD located in Washington, D.C. Sandra and Rafael Wright sent appeal letters asking Marcia Fudge to reinstate their Section 8. HUD terminated Section 8 for both women. Sandra and Rafael Wright were unable to complete the Section 8 annual recertification form. Their disabilities caused both women to be physically unable to complete the Section 8 annual recertification form.
On May 19, 2022, Sandra received a letter from President Joe Biden. The letter stated, “White House staff reviewed your correspondence and forwarded it to the appropriate Federal agency for further action.”
