Over 14 years, Howard County had the Lowest Impact Fee Increases


It should come as no surprise by now that Howard County is the most developer-friendly jurisdiction in Maryland.
Take a look at the figure that shows annual change in impact fees for four counties. Of the four neighboring counties, Howard County's impact fee increase over 14 years has been the lowest.
While Montgomery and Anne Arundel have seen impact fee increases of nearly 10%, Howard County's is less than 2%.
The Howard County state delegation will conduct a work-session on Saturday, January 12th at the George Howard Building to discuss many topics: county’s public facilities surcharge, school redistricting, the adequate public facilities ordinance (APFO) process, and school construction funding in general.
Considering the dire state of impact fees, will the other broad topics be used as a distraction or to help inform the impact fee issue? Will they allow developers and other special interests to testify as witnesses? Will there be transparency around the work-session material?
