The Issue

If Bill 51 is passed anyone raising more than 10 birds on their property would be required to obtain a permit from the City and County of Honolulu. The permit would require a homeowner to notify every neighbor within 200 feet of their property that a bird facility will be built, and receive approval from at least two-thirds of those neighbors.   This bill does not specify what type of birds will be affected.   If passed this bill will affect bird rescuers, bird hobbyists, bird owners and will indirectly affect certain businesses such as pet stores, feed stores and avian veterinarians.   Bill 51 will take away our civil rights.

Update:

The revised Bill 51 now states that enclosures for birds shall not be located 25 feet within any property line.   It does not list the amount of birds one can own which will be added into the bill eventually.   This bill also targets parrot owners.   These are the three things we want amended from the bill.   The second hearing will be held on July 21, 2015.    We'll keep you posted.
