1. St Vincent's Care is applying to obtain a permit from the State Government (Department Of Health And Aged Care) to allow placement of Syrian refugees into an Aged Care Facility Diamond Street, Eltham formerly known as Judge Book Memorial Village.

This property was BEQUEATHED by Judge Book in the 1950s. The condition for this bequest was that the property would be used exclusively for people over 65 (Sixty-five) years of age.

In July, 2015 St Vincent's Care (SVC) purchased the property in full awareness of this proviso. Immediately following the purchase, SVC assured the elderly residents that conditions would remain unchanged.

Shortly thereafter, SVC reneged on their previous assurance. Residents were informed that Syrian (Christian) refugees would be housed at the facility. That also changed. Christian refugees rapidly became 'and some Moslem' refugees. These refugees will all be fully funded by the Australian Government.

Furthermore, since SVC have taken ownership of the property, the level of care to the aged has declined rapidly, and treatment of staff is nothing short of appalling.

It would appear that SVC are concerned more with the profitability of the facility than about the care and wellbeing of the residents.

An additional concern for the elderly is that their agreements were entered into with the previous owners, Melbourne Mission. SVC have not yet undertaken new agreements, which has exacerbated feelings of insecurity and vulnerability.

In conclusion, it is our contention that no refugees should be housed with elderly residents. These vulnerable people are in their twilight years and should be afforded the safety, security and care they so richly deserve.
