Ever since the Bank Pensioners have heard about the constitution of Committee on Government Assurances of Rajya Sabha, under your chairmanship and Study Tour of Bhubaneswar and Kolkata during 20.9.2021 to 23.09.2021 to examination into the replies of Starred Question 12, dated 2.2.21 regarding revision of Bank Pension and Unstarred Question 3110 dated 23.3.21, regarding implementation of 11th Bipartite Settlement, their entire attention is focused on you.
In fact, the issue related to Unstarred Question No.3110, regarding the implementation of the 11th Bipartite Settlement, we may add, the same has been completed and the approval of 30% of family pension for all without any ceiling has come from the government and the process of its implementation is going on.
The main topic is the pension revision of bank pensioners, which is expected to be discussed with the officials of Indian Banks' Association and the Chief Executives of some banks, which include the Chairman of the IBA Committee on Pension Revision, Mr. CH S.S. Mallikarjuna Rao, and Finance Ministry officials. They will place factual status/ information about the situation before the Committee.
Some facts about pension revision are quite clear. The pension applicable in banks is based on the pension policy implemented in the Reserve Bank. The basic spirit of the pension applicable in the Reserve Bank and other banks has been taken from the pension Rules of the Central Government. As you are well aware, Central Pay Commission, while revising the salary of Central Government employees, revises the pension of the Central Government pensioners every 10 years, but this did not happen in the Reserve Bank nor in the case of other banks.
The Reserve Bank of India, exercising its powers, decided and implemented the pension revision in its own right in 2002, but the Central Government canceled the decision of the Reserve Bank in August 2008, calling it illegal. Pension was brought back to the old level. The matter was decided by the Central Government on 5.3.2019 after routed through the Bombay High Court to the Supreme Court. Through mutual negotiations in the Reserve Bank for two blocks of ten years, i.e. from 1.11.1992 to 31.10.2002 and from 1.11.2002. 31.10.2012, the Pension has been revised.
Same is the demand of other bank employees that since the basis of their pension is the pension policy of the Reserve Bank and the underlying spirit is the pension policy of the Central Government, their pension should also be given to the norms applicable in the Reserve Bank and the reforms made after 1995 in the central pension rules and revised.
Honorable Finance Minister Sister Nirmala Sitharaman mentioned the appreciation of the outstanding services and contributions of former bank employees, in her interview to Business Line, which was published on 30.10.2020, and in her address as chief guest in the Annual General Body meeting of IBA. She categorically said that the contribution of former bankers in the development of public sector banks cannot be ignored. They are living in pathetic condition, they should be given their due. In front of the bankers, she mentioned the Defense Department's 'One Rank - One Pension' and talked about implementing it in banking as well.
From her interview and speech, sense of the goodwill of the government regarding bank pension revision flows out. On this subject, Hon'ble Finance Minister asked the Chairman of State Bank of India, Shri Dinesh Khara, playing the role of big brother, to solve this problem in association with IBA. She told the same thing to the Chairman, IBA, Mr. Raj Kiran Rai and also asked the Secretary, Department of Financial Services to look into it.
IBA has also shown seriousness regarding this matter. A committee has been constituted under the chairmanship of Shri CH SS Mallikarjun Rao, MD & CEO of PNB. The Committee has met the bank unions on 22.7.2021 and has taken their views and probably the committee will have prepared/submitted its report to IBA.
In the light of the above developments, there is an impression of a positive attitude regarding the pension revision of bank employees. Bank pensioners are hopeful that their ongoing demand for pension revision for two and a half decades will now be resolved.
The Committee constituted under your chairmanship and its study tour will give new energy to this subject. You are a learned public representative. Your committee has members of legal luminaries and eminently knowledgeable members of socio- economics. There are competent and hardworking executives of Banks, IBA and Ministry of Finance, who have extensive knowledge on this subject, which they will present to you with full sincerity and truth, is the belief of lakhs of bank pensioners.
For years, the bank pensioners who have been victims of economic poverty, neglect and deprivation, hope for justice and compassion from the study committee formed under your chairmanship. Pension Revision is the dream of bank pensioners. .We humbly request your good self, distinguished Members of the Committee, Executives of Banks-IBA - Ministry of Finance not to delay in giving us our dues, as every day countless bank pensioners are leaving the world with their unrealized dream of pension revision. Right is right. .Delaying means denying justice.
Bank pensioners request you & your committee members to help & cooperate in seeking just and genuine pension revision of Bank pensioners.
