Homeswest Disruptive Behaviour

The issue

Complaints regarding tenants of The Department of Communities Housing Authority Western Australia (Homeswest) are submitted to The Disruptive Behaviour Unit. All information is recorded with as much detail as possible, including:

Full name address and phone number of person making the complaint/report (THIS IS OPTIONAL, HOWEVER, ANONYMOUS REPORTS ARE MORE DIFFICULT TO INVESTIGATE AND PROVE)

Police Report Numbers

Time and date of incident/incidents

Detailed account of the incident/event being reported

Name and address of parties involved 

Name and contact details of any witnesses

When a complaint is received against a tenant, that tenant is called into their local office for an interview regarding the received information and an opportunity to give their side of the story and provide any relevant information. 

Any witnesses are contacted. The witnesses are not told what the complaint is regarding, nor who the complaint is about. They are simply asked if anything has happened they may be aware of.

In the majority of cases, witnesses either don't have any information to provide, OR, as is most often the case, they are not prepared to provide information or get involved in any way due to fear if repercussions or physical threats.

When a complaint cannot be verified by witnesses, it becomes the accusers word against the accuseds word. When this occurs, as it does in most cases, the complaint is dismissed EVEN IF A POLICE REPORT NUMBER IS PROVIDED!

I have also found from personal experience that even if a complaint can be corroborated by witnesses, the Department will often still dismiss the complaint on the grounds of, and I quote...

"The Department of Communities Housing Authority does not get involved in neighbourhood disputes. Any further incidents can be reported to police and dealt with in a court of law"

Multiple complaints involving a particular tenant need to be taken more seriously and victim impact statements should be taken into account. 

A transfer should be granted to tenants who are in fear or whose lives are being significantly impacted. A tenant should not be forced to seek court orders against another tenant if they are afraid of repercussions! 

A transfer will immediately rectify any ongoing or escalating incidents between tenants and ensure the health and safety of those involved!
