Special needs individual,  Dakota Sisk, is a beyond loved young man who was born and raised in Forest City, Missouri (Holt County). He is 20 years old, however, has the mental capacity of an 8 or 9 year old child. 

After graduation of high school he was placed on a state waiver wait list for UCP (United Cerebral Palsey). Due to the COVID pandemic, his placement was put on hold. With all of his friends and classmates going away to college, Dakota was left in a small town with no resources and little to occupy his time. With boredom, he struggled with making the right choices. 

Desperate for help, the family was given advice from an attorney that letting the Holt County Public Administrator step in as guardian would be the help they needed to recieve safe placement and opportunity for their special needs child. The family was also assured that the public administrator would continue to work with the family. 

A public administrators duty is to always act in the best interest of the individual and to see that the persons needs are met in the LEAST restrictive environment possible. They are also to promote prior relations with family, friends, and community.

The adult protected persons still have their rights. They have the right to contact their parents, children, siblings, and other important people. This includes the right to receive visits, telephone calls, email, and mail. 

February 25, 2021, Holt County Public Administrator took over guardianship. Nine (9) days into guardianship she placed Dakotas mothers contact on hold/all contact on hold due to a miscommunication. She also removed his tablet and took his writing privileges away. ON DAY 9.

Holt County Public Administrator purchased a new tablet for Dakota, changed his Facebook password, blocked his mom, restricted his dad, and restricted all people who were mutual friends of his mother. She was remotely running HIS tablet from her home. 

March 25, Dakota reached out to his father, via facebook messenger. During his conversation with his dad, Holt County Public Administrator intervened the conversation, from her home. (She was accessing Dakotas messages on her own device.) This was Dakotas last social media communication. 

Holt County Public Administrator threatened Dakotas mother 15 times, within 40 days, via email, that she would disallow contact between Dakota and his mother. Public Administrator reiterated with Dakota there was no contact with his mother without guardian approval. 

April 17th, Dakota was allowed to see his parents (monitored)for 1.5 hours in a public setting. April 25th, Public Administrator removes mother completely from contact list. Dakota has had zero phone calls with his parents or other family/friends for 9 weeks, as of today, 5/25/2021. Holt County Public Administrator moved Dakota 8 hours away to a nursing home. Dakota has no tablet access, no phone in his room, and no means to freely reach out to his loved ones. The reviews of the nursing home he was placed in rated an E in abuse, had a 1 star rating and there were 0 positive reviews. The family has had almost zero input on Dakotas well-being.

According to the Omestead Act, a nursing home is not an appropriate living environment for Dakota.
