Japan is internationally condemned as a child abduction blackhole.

International and domestic abductions have persisted in Japan for decades. This must end!

I.

Since 1993, more than 10,800 U.S. children have been abducted into Japan. Many are children of United States military personnel, who were stationed in Japan to protect the nation from hostile forces. Yet, Japan has rewarded them with parent-child alienation.

Moreover, there are more than 150,000 European children kidnapped into Japan as well.

October 20th 2021, at the Senate confirmation hearing for Rahm Emanuel, nominated as U.S. ambassador to Japan, Foreign Relations Committee Chairman Bob Menendez spoke of the kidnapping crisis with Japan, stating, "More than 475 U.S. children have been kidnapped to Japan. The US has named Japan a top-three worst offender of international parental child abduction."

The U.S. Supreme Court in Abbott v. Abbott No. 08–645 (2010), held "Child abduction is the worst form of child abuse."

July 17th 2020, the European Parliament voted 33-0, in a referendum condemning Japan's Hague Convention noncompliance. The European Parliament held, "Child abduction is the worst form of child and spousal abuse."

The underlying cause of this issue is that Japan has no joint custody system. Japan's family courts gives sole custody to one parent, at the end of bitter custody disputes. The losing parent never gains access to their children again.

This has resulted in the number one cause of murder, adult suicide and domestic violence in Japan. Japan also the highest child suicide rate in the world.

For more than seventy years, every civilized nation, and every G7 member nation except Japan provides parental sharing rights after divorce. This is known as joint custody. For more than 120 years, dating back to the Meiji era, Japan continues to impose the antiquated sole custody system. The results are horrific, savage, inhumane and a violation of fundamental rights. Under Japan's Constitution, Article 11, "The people shall not be prevented from enjoying any of the fundamental human rights."

Japan's Ministry of Foreign Affairs, Ministry of Justice and Family Courts are responsible for the destruction of millions of families, is the cause of thousands of suicides, and an endless sea of parent-child abductions and parent-child alienation.

Petitioner, Jack Stone's children are abducted into Japan. Stone applied for a Hague Convention return order immediately after abduction, but as is usually the case, Japan's Central Authorities refused to provide assistance. 

In violation of Japan's Constitution, Article 18, Stone and his children have been forced to remain in Japan under prison-like and hostage-like conditions. This is because after the firstborn child was abducted into Japan, Stone located the child and took physical custody. However, the mother, who is Japanese, destroyed the child's United States issued passport after abducting the child into Japan, thereby stranding father and son into The Hague Convention noncompliant nation. Making matters worse, a second child was born thereafter.

For three years, Stone and his firstborn child remained together. The mother abandoned the child, never returning to the family.

The child spoke at human rights conventions and travelled to Tokyo in the summer of 2021, to support Vincent Fichot on his hunger strike. Even so, November 1st 2021, the child was reabducted. This is the fourth time the child has been kidnapped and Japanese authorities do nothing about it.

Stone hasn't seen his children in over a years. Each time Stone locates the children, the mother flees. The children are essentially forced into a perpetual state of living on the run as fugitives. The Japanese government does nothing about it.

Sendai Child Guidance Center issued a report stating, Stone has taken good care of his children. The report states the child was calm, a gentleman, and skilled and gifted under Stone's care. The report states the child is angry at the mother for destroying their lives. Moreover, under Stone's tutelage, the child played piano, string instruments, has surfed since age 2, and studied math, science, history, grammar and the arts at high school level. The goal has always been for the child to compete as a hopeful for the Olympic surfing team for the United States or Japan.

Over the course of three years, the child has been repeatedly recorded saying he doesn't want to live with the mother, her parents, in her hometown, which the child calls boring, or Japan. The child wants to return to the United States and live in Hawaii, where he would train as an Olympic hopeful.

The conditions Stone and his children have been forced to endure are conditions of torture, terror, and cruel punishment, which are violations of Japan's Constitution. Article 36 states, "The infliction of torture by any public officer and cruel punishments are absolutely forbidden."

At the end of the press conference, Stone began a hunger strike that lasted 37 days. The hunger strike was outdoors, in front of Japan's Parliament Diet building. Supporters from around the world converged on the hunger strike to support Stone. On Day 10 supporters held a candle light vigil. U.S. president Joe Biden was in Japan and drove by the hunger strike location, twice, never stopping to show support or even raising the issue with Japanese authorities.

Japan's media, as is always the case when non-Japanese are victims of crimes in Japan, remained silent.

June 2nd 2022, politician Yukiko Kada spoke for nearly 18 minutes on the Diet floor about Stone’s hunger strike and child abductions into Japan. Johnny Depp is a victim of false DV claims. His career was nearly destroyed due to false allegations. Johnny prevailed in a defamation suit, against his alleged victim. Still, the damage has been done.

Isaach Baruch, Johnny's star witness at the trial, was roommates with Stone for several years in Hollywood. In fact, Johnny, Baruch and Stone all began their music careers in Miami, Florida. Often sharing the same stage!

Japan stood behind Johnny throughout the false allegations. As western companies cancelled contracts, the film Minamata was produced in Japan. Minamata is a film about the true story of photographer, Eugene Smith, who exposed corporate greed in the town of Minamata. The company dumped tons of mercury contaminated waste into Minamata Bay, resulting in wide-spread neurological disease and death. Minamata Bay remains contaminated to this day.

III.

During Stone's hunger strike, Japan's Ministry of Justice begrudgingly introduced joint custody legislation for the first time ever. If joint custody legislation is not passed, thousands of children will continue to be victims of abductions and the suicides and violence associated with sole custody will persist. 

IV.

Finally, this petition humbly requests, Hollywood Vampires, Jane's Addiction and Red Hot Chili Peppers, to come to Japan and perform a benefit concert, to aid in bringing an end to Japan being condemned as a child abduction black hole. The goal of the event is to ensure joint custody legislation is finally implemented, and parent-child alienation and suffering is finally put to rest.
