Hold Ohio Warren County Board of Developmental Disabilities Accountable!
The Issue
My daughter Kenzie, who has special needs and by all appearances looks like a typical normal adult female; was
repeatedly subjected to being forced to scoot across the floor on her knee in order to ambulate while in a certified
provider's care. That is humiliation. Why? That’s what I keep asking. This behavior became normalized over 20
months. Kenzie can walk with minimal assistance when needed. Just an arm or sleeve to hold on to. That
requirement is clearly documented in her Individual Service Plan.
When Kenzie asked for walking assistance, she was told “We’ve seen you walk before.” “You walk just fine.” That is
Gaslighting. When concerns were raised, the certified provider/employer and his supervisor denied responsibility.
They claimed they were not required to assist her; even after being shown the ISP. That is neglect.
A formal request was sent asking to follow the safety plan and keep her safe. The certified provider refused in
writing. I responded with a safety pause; then in 35 minutes, he issued a 30-day termination of
services/employment notice. That is retaliation.
He went as far as to praise her accomplishments and growth in that same termination email.
So why the termination? Because I would not meet with him personally without oversight being involved at that
point. There was no other reason for termination. That is coercion.
I reported this and the other violations to the Ohio Warren County Board of Developmental Disabilities.
Most all of it had documented proof.
NOTE: I literally had his admission in writing that he used these disabled individuals to pack, load and relocate the
supervisor's personal residence. This was multiple participants used over multiple days for personal labor that the
State of Ohio most likely paid for. That is exploitation.
When I reported ALL of this to the Ohio Warren County Board of Developmental Disabilities; he was given the
opportunity to discipline himself. In his self-correction documentation, he blatantly lied.
There were also multiple contradictions.
The Warren County Board of Developmental Disabilities simply rubberstamped his fabrications with no pushback.
My apologies: I forgot to mention that he used to work for the Warren County Board of Developmental Disabilities
and is personal friends with some of the employees on Facebook.
At the same time, while he was provided all of these courtesies; Kenzie was never given an opportunity to tell her
truth through an interview of any type with anyone. Kenzie was never asked a single question about her
experiences. It appears as if the provider was given more protection than the victim.
In what world do we see someone struggling, and stop to think; Am I required to help them?
Especially in a setting where that specific help is the entire purpose of the program.
This is what the Ohio Warren County Board of Developmental Disabilities supported. Blaming ISP inconsistencies.
Who is in control of the ISP? The WCBDD and Provider.
I have been in contact with the Director of the Ohio Department of Developmental Disabilities and there seems to be
no interest into taking any form of action on their end. If there has; I have not been made aware. I spoke with
someone who in my opinion seemed to want to just let it go.
