The Issue
Families in Dallow Ward Don’t Feel Safe Anymore – Demand Urgent Action from Luton Borough Council
I am a parent of a 15-year-old child who no longer feels safe in his own area.
After decades of living here, we are now facing a reality where my child feels trapped inside our home — due to constant noise, unfamiliar individuals, and ongoing antisocial behaviour. Even the discovery of nearby cannabis farms has added to the fear and uncertainty.
Basic daily life has become a struggle.
Something as simple as having friends or family visit is no longer possible due to extreme parking issues — where finding a space can take up to an hour. That is completely unacceptable for any residential community.
Despite clear and ongoing problems, I feel completely let down by the Council. There has been little to no meaningful action.
Across Dallow Ward, we are seeing:
Rising crime and antisocial behaviour
Poor housing conditions, including damp, mould, and inadequate insulation
Increasing pressure from overcrowding and infrastructure strain
All of this is affecting residents’ health, wellbeing, and sense of safety.
And now we are facing another reality:
At some point, every family will go through moments of crisis — end-of-life care, urgent medical needs, or saying final goodbyes to loved ones.
Right now, even in those moments, there is no support.
That is why I have formally written to the Council to request a Compassionate Emergency Parking Protocol — a simple, practical approach to ensure:
Temporary parking spaces near homes in urgent situations
Fast response when families need it most
Basic dignity, care, and accessibility
If the wider parking crisis cannot be solved overnight, then the least that should be guaranteed is dignity at the most difficult moments in life.
I have also copied in Rachel Hopkins so this issue is recognised beyond the Council.
We are demanding:
Increased enforcement and visible patrols to tackle antisocial behaviour
Urgent action on parking and infrastructure
Proper inspections and enforcement against substandard housing
Residents pay council tax with the expectation of safe, clean, and properly managed communities. Right now, many are questioning whether that standard is being met.
