

Hold Guardians Accountable for Juvenile Animal Cruelty
The Issue
I am writing with a heavy heart—not because this tragedy happened to me personally, but because, as a pet owner, I feel a profound connection to the suffering of animals who cannot speak for themselves.
In Jieyang, China, a beloved dog named Wangwang and her four puppies were reportedly subjected to horrific and deliberate abuse. Their suffering was needless, cruel, and deeply disturbing. The incident has left countless animal lovers feeling heartbroken, outraged, and powerless.
Wangwang and her puppies must not become just another forgotten case.
Their deaths have exposed serious gaps in animal protection, juvenile intervention, and parental responsibility. When deliberate animal cruelty is committed by a minor who is below the age of criminal responsibility, the absence of an appropriate legal response can mean that neither the minor nor the guardian faces meaningful consequences.
This is not only an animal-welfare issue. Deliberate and repeated cruelty toward animals may indicate serious behavioral and psychological problems that require prompt intervention. Ignoring such conduct does not protect children, families, or society. A responsible legal system should respond with education, psychological assessment, rehabilitation, supervision, and appropriate accountability.
China has a very large population of abandoned and stray dogs and cats. Without comprehensive animal-cruelty legislation, many animals remain vulnerable to torture, abandonment, poisoning, and other forms of mistreatment. In many cases, victims and rescuers have limited legal options, while perpetrators face little or no meaningful accountability.
We therefore call upon the relevant Chinese legislative, public-security, education, civil-affairs, and judicial authorities to take immediate action.
Our Requests
1. Establish comprehensive animal-cruelty laws
China should enact clear national legislation prohibiting the intentional torture, killing, poisoning, and severe mistreatment of companion animals and other animals under human control.
The law should authorize meaningful penalties based on the seriousness of the conduct, including fines, restrictions on future animal ownership, mandatory education, community service, and criminal penalties for the most severe or repeated offenses.
2. Recognize severe animal cruelty as serious juvenile misconduct
The Prevention of Juvenile Delinquency Law and related regulations should explicitly recognize deliberate animal torture as serious misconduct requiring immediate intervention.
Police, schools, social-service agencies, and guardians should be required to respond when a minor intentionally harms or kills animals. Such cases should not be dismissed as harmless mischief or merely a dispute over property.
3. Require psychological assessment and behavioral intervention
Minors who commit serious or repeated acts of animal cruelty should receive professional psychological assessment and age-appropriate intervention.
Depending on the circumstances, measures may include counseling, behavioral education, supervised community service, empathy-building programs, and continued monitoring by parents, schools, or social-service agencies.
The purpose should not be vengeance against children. It should be early intervention, rehabilitation, and the prevention of escalating harm.
4. Hold guardians accountable for serious failures of supervision
Parents and legal guardians should bear appropriate legal and financial responsibility when they knowingly encourage, assist, conceal, or provide tools for acts of animal cruelty, or when they repeatedly fail to supervise a minor after becoming aware of dangerous behavior.
Guardians should also be required to cooperate with psychological treatment, educational programs, and other corrective measures ordered for the child.
5. Provide remedies for animal owners and rescuers
Owners, rescuers, and others directly affected by deliberate animal cruelty should have access to meaningful legal remedies.
Compensation should not be limited only to an animal’s purchase price. Courts should be permitted to consider veterinary costs, rescue expenses, property losses, and other documented harm caused by the offender’s conduct.
6. Reduce abandonment and protect stray animals
The government should strengthen responsible pet-ownership measures, including accessible registration, vaccination, sterilization, adoption, and public education programs.
Local authorities should support humane population-control programs and prohibit cruel methods of handling stray animals.
Why This Matters
A society’s treatment of vulnerable lives reflects its commitment to compassion, responsibility, and public safety.
Protecting animals does not diminish the protection of people. It strengthens respect for life, encourages responsible parenting, supports early intervention for troubled children, and helps prevent violence from being ignored until it becomes more serious.
We are not asking for children to be treated as adult criminals. We are asking for serious cruelty to be taken seriously.
We are asking for rehabilitation instead of indifference, responsible guardianship instead of avoidance, and enforceable laws instead of legal silence.
