Six years. 2,191 days. 369 wards. Zero elected representatives.

Six budgets passed since 2020, worth over Rs 64,000 crore, with nobody elected to question a single one. Rs 1,820 crore flagged by the government's own auditors.

The Supreme Court has fixed a date three times.

On 10 September 2020, Bengaluru's last elected council finished its term. Since that morning, not one of us has had a corporator. No name, no door, nobody who needs our vote next year.

Think about the last time something on your street was broken. A drain. A streetlight. A road dug up twice in six months. You called. You put it on the app. Maybe someone came, maybe nobody did.

And after that, there was nobody.

I was the corporator for Kadu Malleshwara. Six years after my term ended, people still come to my gate in the morning. A drain, a khata, a streetlight. They still come, because they have nowhere else to go. I write down what they say, I make a phone call, and then I wait. Exactly like them. I have no power to fix anything.

That is what six years without a council actually means.

 
Now look at what was happening while there was nobody to ask.

Six budgets have been passed since 2020, together worth over Rs 64,000 crore. Not one was debated by a single person this city elected. In 2022, a budget of Rs 10,480 crore was handed to reporters late at night with no notice. For decades that budget was read out in front of the whole city.

The government's own auditors looked at the 2022-23 accounts. They objected to payments of Rs 1,820 crore and asked for Rs 471 crore back. They found a park in Konena Agrahara billed for 900 square metres when the park is 368. They found Rs 269 crore never collected from advertisers, on bus shelters, skywalks and flyovers. And they wrote down that they were repeatedly refused access to the files.

Our ward committees exist because citizens fought for them in court. But the law says a corporator must chair one. In the first year without a council, eleven wards held no meeting at all, and only two wards in this entire city did it properly.

There was nobody in the room to ask. That is the whole problem.

 
Let me say one thing plainly. This is not one party's doing. It began under one government and has continued under another. Every party in this city has found a reason to wait.

The Supreme Court has fixed a date three times. June. August, which the court itself called a final opportunity. Now December. The court has said this is the last one.

So I am asking for three things, and I am asking every party for them.

Hold the elections by December.

Until then, publish every project. What work, how much money, which contractor.
