Hold Dog Owner Accountable & Have Animal Services Investigate To Seize the Dangerous Dog

On January 4, 2026, our beloved 14-year-old Havanese-Maltese dog, Lucky was fatally mauled by a much larger neighbor's dog. The attack was captured on surveillance video showing the larger dog grabbing Lucky and dragging him repeatedly until he sustained fatal injuries. Shortly after the attack, someone from the neighboring property removed Lucky’s body and has not returned it to our grieving family.
Surrey Police attended the scene but did not lay charges, saying they could not identify an offence. We have reported the incident to Surrey Bylaw Enforcement and Animal Services, but no public action has been taken to seize the attacking dog, enforce containment, or hold the owner accountable under Surrey’s animal-control laws.
Lucky was a 14-year-old cherished companion whose presence brought joy to our family and neighbors. His loss is a heartbreaking reminder that our community must have better protections and accountability when it comes to dangerous animals.
Lucky was not just a pet — he was family. His violent and unnecessary death has left us and our community devastated. More importantly:
- A dog that has demonstrated lethal aggression is a clear public safety risk.
- Our family has not received back Lucky’s remains, preventing closure.
- Lack of enforcement sends a message that animal attacks and negligent ownership can go unpunished.
By signing this petition, we are calling on Surrey authorities to:
1. Immediately seize the dog responsible for fatally attacking Lucky and ensure it is held in secure, appropriate care so it cannot harm another pet or person.
2. Investigate the dog’s owner for violations of animal-control, public safety, and property laws, and hold them accountable to the fullest extent of Surrey and provincial regulations.
3. Return Lucky’s remains to his family so they can have closure and honor his life.
4. Strengthen enforcement of Surrey’s dangerous-dog and containment bylaws, including clear consequences for violations to protect all residents and their pets.
Lucky was violently killed by a neighbor's dog in Surrey, B.C. Despite video evidence, the dog remains with its owner, our family has not received justice or closure. We are demanding immediate action, accountability, and stronger enforcement to prevent another family from suffering the same loss.
