Dear Supporter I received a phone call this morning from Ed Davis from Hillingdon Council's Planning Specialist team. I've reported odour incidences on the telephone over a number of weeks and this is the first time I've had a call back. The enforcement notice that I referred to, in my last update was served at the beginning of 2018 (Ed was not precise on the date), after an inspection in November 2017 found issues to do with the type of fuel that Conway was using. This has since been rectified and the company is NOW compliant with the enforcement notice. When I mentioned the part in the permit about free from persistent fume, he said that this was a grey area. Due to the number of complaints, Conway is making enhancements to the filtration system, which is voluntary not enforceable. Hillingdon will inspect the plant again at the end of April. It is possible that at this point, Conway will return to a programme of planned inspection every 6 months, rather than reactive inspection. Ed needs more than residents just saying that the smell is making them ill, even though this wasn't made explicit, I think he wants medical reports. I told him that I am experiencing the same symptoms as occupational workers and mentioned the WHO report on asphalt workers. My thoughts are that Hillingdon won't prosecute unless there is some kind of extreme breach, causing people to turn up to accident and emergency in droves and there is national media coverage. He asked me to ring him directly at the time an incident is occurring and he said that he will instruct the out of hours service to inform the officer on duty straight away. I told him that I rang last Friday evening and was told there is no one that can deal with this, call back on Monday. Ed cannot give a cast iron assurance that either he or colleagues will be available to personally witness the odour at the complainant's address or anywhere else. He says that he has not received any reports from Ealing. I will ask one of my local councillors, if this could be investigated. Ed stressed throughout, that there will always be a smell from Conway and when I queried why I don't smell Tarmac, he said it was because this is a smaller plant. Please speak to Ed Davis or e-mail him to report odour incidences and detail how your health is impacted.
