Public Health England sent an undated report to Mick Brough Environmental Officer, London Borough of Hillingdon. Unfortunately I cannot upload the report here but I believe that the following extract supports that residents are right to be concerned about the emissions from FM Conway and the symptoms of ill health that you have reported on this petition.
" Overall although levels of VOC's (Volatile Organic Compounds) have been detected above guideline levels for ambient air quality, the assessment has adopted a cautious approach by comparing potentially maximal exposure levels against weekly, annual or lifetime guidelines. It is not possible to provide a more detailed assessment of potential risks to public health with the currently available data. The prediction of levels off site through dispersion modelling or measurement of levels off site would provide further detail for and improved public health risk assessment. It may be useful to seek advice from occupational health specialists or the Health and Safety Executive (HSE) as some of the detected chemicals (e.g benzene, toluene, ethylbenezene, xylene and trimethylbenzene) have occupational guidelines or workplace exposure levels.
Some individual or mixtures of VOCs are odorous. The human nose is very sensitive to odours, and many substances that are perceived as odorous are not necessarily present at levels below which there is a toxicological effect. That said though odours can cause nuisance amongst the population possibly leading to stress and anxiety. Some people may experience symptoms such as nausea, headaches or dizziness, as a reaction to to odours even when the substances that cause those smells are themselves not harmful to health. PHE recommends that all measures are taken to reduce the off-site odours from the site, as it is acknowledged that odours can affect an individual's wellbeing. Individuals concerned about the impact of the odours on their health should consuld their GP. Within the workplace, individual should consult their occupational health departments."
My interpretation is that PHE don't know due to the absence of studies what the long term risk is to public health and I would also argue that headaches, nausea and dizziness are signs of ill health.
Please continue to share this petition with neighbours and family (it does not matter if the same household address is shared) as in my view the relevant authorities, seem to be gambling with our health.
