Redesign Proposal for 2055 Brock Road Development
The Issue
Whereas the proposed multi-storey high-rise building development on 2055
Brock Road (Pickering, Ontario) is objectionable to the immediate
neighbourhood. This high-rise development will violate the privacy of the
existing neighbourhood by overlooking the homes and their backyards in an
otherwise low-rise neighbourhood. Such a high-density high-rise development
is better suited for another area that can safely and independently
accommodate the high-traffic flow with a much better road infrastructure without
disturbing the privacy of the residents.
Whereas the proposed complex development has its only entrance point from
Usman Road, which is a narrow street, and this will lead to significant traffic
congestion as well as increased safety concerns for all residents. Usman Road
already serves as a busy entry point for the existing neighbourhood as well as
the pick-up/drop-off point for school buses during school year for the entire
neighbourhood. The increased pedestrian and vehicular traffic with this new
complex will amplify the risk of traffic and pedestrian related accidents. The
entire subdivision has its only exit point for southbound traffic as the north
Usman Road intersection. This will be a worrisome bottleneck as the only exit
point for southbound traffic for the existing neighbourhood and the proposed
complex. This will also negatively impact access of emergency vehicles and
maintenance vehicles into and out of the neighbourhood.
Whereas the design of the Usman Park was based on the use of the current
neighbourhood and population. The existing community was informed during
the design phase that any new complex being developed on 2055 Brock Road
would have its very own separate park so as not to overcrowd the already busy
Usman Park. In addition, the Usman Park will be situated immediately in front
of the new complex’s entry and exit area, which will jeopardize the safety of
children, seniors and families due to significantly higher traffic flow around the
park.
Whereas the proposed hyperdense project will lead to significant
environmental disruption to the region. The natural space and Conservation
land’s (Toronto and Region Conservation Authority) cleanliness, habitat
preservation, and wildlife sanctity will be negatively impacted due to markedly
higher traffic, noise, and waste pollution. It is imperative we balance the need
for development with preservation of natural conservation habitat and the
wellbeing of the existing residents.
Therefore we the undersigned residents of Pickering (Ontario), petition
the City of Pickering as follows:
1. That the City of Pickering redesign the proposed high-rise building to a
low-rise development more consistent with the surrounding residential
neighbourhoods.
2. That the City of Pickering improve the road infrastructure as a
prerequisite for any new complex development at 2055 Brock Road.
As a minimum, the proposed complex must have entry and exit points
directly from Brock Road so as not to make the existing street (Usman
Road) overly congested thereby impacting school bus, emergency,
maintenance, and residential vehicular access.
3. That the City of Pickering reduce the high-density of the proposed
complex to a much lower-density complex with fewer units. This will
help reduce the dangers of increased traffic flow around Usman Park
and streets for the safety of seniors, children and families.
4. That the new complex must have its own park to serve the specific
needs of its residents so as to avoid overcrowding the already
overutilized Usman park.
5. That the City of Pickering reduce the hyper-density of residential units
planned in the new complex so as to better protect the natural space,
Conservation land, wildlife habitat, and wellbeing of residents in the
adjacent areas.
