🧠 What Is the Problem?

Every year in India:

Thousands of dead bodies are cremated or buried without ever being identified.

Hundreds of rescued children and mentally unwell individuals are found by police or NGOs but remain unidentified, unable to speak or recall where they belong — separated from their families, but untraceable.

🧾 Shocking Statistics:

In North India alone, more than 26,000 unidentified dead bodies were disposed of in the last 5 years.

Thousands of rescued children or unknown individuals remain in shelter homes for months or years, never reunited with their families — just because their identity is unknown.

❗ The Technology Exists – But the System Does Not

India has issued Aadhaar cards to over 1.3 billion people. In most cases, the rescued or unidentified individuals already have Aadhaar IDs.

✅ Their fingerprints, iris scans, and facial photographs are already stored securely in UIDAI’s database.

❌ But there is no system that allows police or authorized agencies to retrieve identity using just the person’s biometric data — if the Aadhaar number is not known.

➡️ This is not a demand for new technology — it’s a request to enable the humane use of existing infrastructure for saving lives and identities.

🛠️ What Are We Demanding from the Government?

We respectfully urge the Government of India and UIDAI to:

✅ Develop a Biometric Reverse Identification System where authorized government agencies (like police, CWC, shelter home teams, NDRF, etc.) can securely input fingerprints, iris scan, or face data and retrieve basic identity (name, address, photo) from Aadhaar — only for humanitarian and legal use.

✅ Ensure privacy safeguards, audit logs, and judicial or senior-level approval for every use, so the system remains secure and limited to urgent need cases.

🙋‍♂️ What Have I Done So Far?

As a responsible citizen and social volunteer:

I sent RTI queries and suggestions to UIDAI explaining this issue.

I filed a Public Interest Litigation (PIL) in Rajasthan High Court, which was dismissed due to legal constraints in the Aadhaar Act — not because the idea lacked merit.

I submitted a detailed letter to the Rajasthan Police DIG, and personally met with respective officials. He shared that even the police had made similar requests earlier, but no concrete help was received from UIDAI or the central government.

🌱 If This System Is Implemented:

Every unidentified dead body could be given a dignified last rite after confirming identity.

Unidentified rescued children or individuals could be reunited with families within days.

Mentally unwell, speech-impaired or unconscious persons could get their names and homes back.

The burden on manual verification and delay in investigations will reduce drastically.
