Petition to Classify Synthetic or Illicit Fentanyl as a Biochemical Weapon:  "Make the sale or distribution of Synthetic or Illicit Fentanyl in any amount a Capital Crime carrying a minimum mandatory sentence of 25 to Life.  Enact Hannahs Law"

To: The Florida State Legislature, The President of the United States, Donald Trump, Vice President JD Vance, United States Attorney General Pam Bondi and The United States Congress 

Subject: Recognizing Synthetic or Illicit Fentanyl as a Biochemical Weapon to Address the National Crisis

We, the undersigned, call upon our state and federal leaders to take immediate action to combat the Synthetic or Illicit Fentanyl epidemic, which has become the leading cause of death for Americans aged 18-40. This synthetic opioid, which is 50 times more potent than heroin and 100 times stronger than morphine, is being weaponized against our communities.

The intentional distribution of Synthetic or Illicit Fentanyl by traffickers and criminal organizations has resulted in hundreds of thousands of deaths, including that of our beloved daughter, Hannah Marie, who was taken from us at just 18 years old due to synthetic or Illicit fentanyl poisoning. Her tragic death is not an isolated incident—it is part of a growing crisis that is devastating families and entire communities.

We believe if we can change the drug classification, this one action will make Synthetic or Illicit Fentanyl drug offenses a capital crime, therefore making the charge immediately carry a 25 to Life sentence.  This will circumvent any state jurisdictions and immediately become a federal crime. 

We demand the following actions:

Reclassify Synthetic or Illicit Fentanyl and its analogs as a biochemical weapon under federal law due to its extreme lethality and potential use for mass harm.


Make any sale or distribution of Synthetic or Illicit Fentanyl in any amount a capital crime, with a minimum mandatory sentence of 25 years to life. We believe this harsh law will discourage many individuals from selling fentanyl and immediately reduce the amount of fentanyl in our communities.


Increase penalties for those who manufacture, distribute, and traffic  Synthetic or Illicit Fentanyl, including stronger federal and state-level sentencing guidelines.


Declare Synthetic or Illicit Fentanyl trafficking a national security threat and involve agencies such as the Department of Homeland Security and the Department of Defense in combating its spread.
Expand awareness and prevention programs to educate the public, particularly young people, about the dangers of fentanyl-laced substances.

Hold foreign suppliers accountable, particularly those who manufacture and distribute precursor chemicals used to produce Synthetic or Illicit Fentanyl.

Synthetic or Illicit Fentanyl is not just an opioid—it is a poison that is killing thousands of Americans every year. By classifying it as a biochemical weapon and enacting strict penalties, we acknowledge the true scale of this crisis and take the necessary steps to protect our citizens.

We urge our lawmakers to take swift action to pass Hannah’s Law and end this epidemic before more lives are lost.

Robert ConleyPetition StarterI'm a very disappointed dad. I'm disappointed that our laws are not stricter on Fentanyl. This synthetic drug is poisoning so many of our children in this country. If the laws were stricter, we believe that less people would be willing to take that risk.
