The Issue

Currently, the Missouri P.O.S.T. License is the only place to document an officer’s wrong doings. Unfortunately, any supervisor who is upset with an officer can inaccurately make an entry on an officer, resulting in the officer not being able to find a job with another department, even if the officer is good and fair. The corrupt law enforcement personnel has used this ability to keep these good officers out of law enforcement. It’s time we turn the tables on bad cops who aim to keep good cops out. This has affected the lives of many Law Enforcement Officers.

The Missouri Peace Officer Standards and Training (P.O.S.T.) Program is responsible for licensing and regulating law enforcement officers in the state. Currently, decisions made by P.O.S.T. regarding certification, decertification, or disciplinary actions does not include a formal, structured appeals process accessible to officers.
A proposal to change the Missouri P.O.S.T. system to allow an appeals process would aim to enhance transparency, fairness, and due process for law enforcement personnel. The proposed change would establish a formal mechanism for officers to challenge decisions affecting their certification, particularly in cases involving termination, suspension, revocation, or denial of licensure.
Key Elements of the Proposed Appeals Process:
Right to Appeal: Officers would be granted the legal right to appeal adverse decisions made by the P.O.S.T. Commission.
Independent Review: Appeals would be reviewed by an independent administrative law judge or an impartial panel to ensure objectivity and fairness.
Clear Procedures: The process would outline clear steps and timelines for filing an appeal, presenting evidence, and receiving a decision.
Transparency and Accountability: This reform would bolster public trust in the oversight of law enforcement by ensuring officers are treated fairly while maintaining professional standards.
Legal Representation: Officers would have the right to legal counsel during the appeals process.
By incorporating an appeals process into the Missouri P.O.S.T. system, the state would align with best practices seen in other professional licensing bodies, strengthening procedural justice and reinforcing the credibility of law enforcement regulation. In addition, good cops would remain on the streets and the bad ones would be removed. In article two, we want all phone calls referencing employment between departments on any officer, to be recorded and sent to the officer. This ensures accuracy and accountability and denies any department the oppertunity to prevent an officer from future employment.
