IMPORTANT - PLEASE RESPOND TO THE CONSULTATION

The fate of the West Harrow low traffic neighbourhood (and the other low traffic neighbourhoods in Harrow - Headstone South and Francis Road) will be decided by the consultation currently open on the council website (www.harrow.gov.uk/ltn The proposed schemes are a compromise which replaces the physical barriers with automatic numberplate recognition (ANPR) cameras. Visitors will be able to access all properties by car from a convenient main road but through traffic will not be permitted. Residents and businesses within the LTN will receive free permits for their vehicles to have unrestricted access through the filters.

The consultation results will be reviewed at the council's Traffic and Road Safety Advisory Panel on 22 April, and a decision will be made at that point on the future of the scheme.

These schemes will improve road safety by removing dangerous through traffic, and will create safe routes for walking and cycling, providing an alternative to driving for some journeys and reducing traffic volumes over time.

Previous low traffic neighbourhoods have been created with physical restrictions which make it inconvenient for local residents to drive short distances. This encourages people to walk more and has been shown to have health benefits. However, at this time the council is not offering this option. The current choice is between a camera-controlled scheme or nothing (i.e. reinstating through traffic and making these minor roads unsafe for walking and cycling).

We recommend that local residents should not have access through the filters to discourage driving short distances, as per LTN design principles – please ask for this in the comments. If you prefer that the planters are reinstated please also state this in the comments. Do not respond ‘Disagree’ if you feel the scheme is not bold enough. A ‘Disagree’ response will be considered as a preference for nothing at all.
