Halt the Removal of Free After-Hours and Weekend Parking in Downtown York
The Issue
We, the merchants of Downtown York, recently received notice of proposed changes to downtown parking, set to begin in January 2025. For years, we’ve worked hard to keep downtown vibrant and welcoming, even as economic challenges and declining foot traffic have weighed on our businesses. One of the few things that has helped us stay afloat has been the city’s support in offering free parking in city garages after hours and on weekends. This small gesture has made it possible for locals and visitors alike to experience all that our historic downtown has to offer. Now, we’re at risk of losing this essential support
The proposed elimination of free off-hours and weekend parking will be a major blow to the local economy and to our ability to continue serving the community. Many of us are already struggling with fewer customers visiting downtown, partly because of the hassle of finding convenient and affordable parking. Studies, like the one by UCLA’s urban planning expert Donald Shoup, have shown that as much as 30% of cars in downtown traffic are simply circling for a parking spot, worsening congestion and creating barriers for people trying to visit. If free parking goes away, we worry that customers will go elsewhere—seeking places where parking is easier and less costly. This decision will lead to further revenue loss for local businesses and even more turnover among merchants, weakening the heart of our downtown community.
We believe in the resilience of Downtown York and its merchants. We are committed to creating a place where people want to gather, shop, and dine. But we need support to keep our doors open and the community spirit alive.
