

Halt the FMCSA MOTUS transition to fix registration system
The Issue
In the trucking industry, maintaining regulatory compliance isn't optional—it is a mandatory requirement to keep trucks rolling and business moving. Recently, the Federal Motor Carrier Safety Administration (FMCSA) introduced its new digital platform, MOTUS, promising a streamlined registration process. Instead, it has created a systemic breakdown that is threatening the livelihoods of motor carriers across the country.
Carriers, owner-operators, and compliance professionals nationwide are hitting severe administrative brick walls:
Account Linking Failures: Legacy company data fails to migrate or link into new MOTUS accounts. Logins frequently show blank company profiles with no records available to update.
Unprocessed Manual Filings: Paper and faxed MCS-150 biennial updates sit in massive administrative backlogs, leaving compliant carriers in regulatory limbo.
Inaccessible Support Channels: Callers endure hours of hold time only to be disconnected, while live chat queues starting at 600+ users consistently drop users the moment they reach the front of the line.
Fragmented Systems: Carriers are routed across three disjointed, poorly connected websites (the legacy FMCSA portal, the main FMCSA site, and MOTUS), none of which sync properly.
While these technological failures exist entirely on the agency's end, motor carriers bear the financial brunt, facing potential account inactivations, lost work, and hours of wasted time through no fault of their own.
Our Demands
We urge the FMCSA and the Department of Transportation to take immediate corrective action:
Halt the Forced MOTUS Transition: Temporarily suspend the mandatory rollout of MOTUS until the backend account-linking bugs and data migration errors are fully resolved.
Issue an MCS-150 Compliance Protection Waiver: Formally protect all motor carriers from USDOT inactivation or compliance penalties related to delayed MCS-150 updates until the digital platform is fully operational.
Fix Backend System Integration: Integrate legacy FMCSA databases seamlessly with Login.gov and MOTUS, ensuring that active USDOT numbers automatically link to company accounts.
Clear Manual Backlogs & Fix Customer Service: Allocate emergency staff to process backlogged mailed and faxed MCS-150 filings, and repair the dropped phone and chat support systems.
