Dear Council,

I am writing to express my strong opposition to Symphony the proposed apartments and parking structure off Camino Del Sur between Coyote Bush Dr. and Garrison St. While the local community may be unable to prevent development, that in itself will be detrimental to the area, nearly all residents in the Del Sur neighborhoods are completely opposed to the addition of multi-family housing that will cause traffic and safety problems, create even more problems with schools that are already over-capacity, destroy local wildlife habitat, and potentially lower the property values of the existing community. 

Traffic and safety of pedestrians our children are major areas of concern. Traffic jams on Camino Del Sur, Templeton St and Del Sur Ridge Rd already span the distance between Maranatha Christian school and Dove Canyon Rd, and the intersection is routinely blocked by traffic turning onto Lone Quail toward Design 39 and Del Norte High during rush hour.  The addition of this housing will make traffic, the local neighborhood traffic will disproportionately surge during morning and evening rush hours, causing traffic issues during critical times for the existing Del Sur neighborhoods. The traffic surge during morning rush hours will also negatively impact safety for children, since students walk to school in the mornings and evening. In general, the area traffic is continuing to increase, and heavy traffic is already common at times from Old Course Rd to Camino San Bernardo which may not have been anticipated with approval of this project.

Schools in the area are already reported at overcapacity, and the council should not approve multi-family dwellings that creates or exacerbates a situation that will cause school concurrency to fail for this proposal and/or other approved plans. Our Schools have the highest teacher to student ratio in the area. We went from a 1:21 to a 1:26 teacher to student ratio, while schools in Rancho Santa Fe and beyond have a reported 1:18 teacher to student ratio. Del Sur Elementary has 2 mobile units on site by the playground that are currently serving as classrooms for 2 classes. We were told as Del Sur residents no more housing was to be added to Del Sur due to the overcapacity our schools are already experiencing. Resident who have purchased homes within walking distance to Design or Del Sur campus can not get their children into these schools and are having to drive their children to another school whiting the Poway unified school system. There is currently a waitlist for enrollment as well as the after school program. Our children’s education should not be compromised in adding more homes to this area.

Wildlife has been observed in the area, and any development will destroy their habitat. Any planned development of the property should consider the continuing impact to local wildlife habitat. 

Property values are likely to go down in the area if multi-family apartments or condominiums and parking structures are built. Multi family dwellings are inconsistent with the neighborhoods developed in the area. I was disappointed that No notices were mailed, the community was not notified at all. There are already 4 multi-family/affirmed/low cost apartment buildings in the area. We do not want a downtown environment with 3 story parking structures and more high rise apartments. The developers of Sky and Avante told their potential buyers that a small one story medical complex with walking track, fitness stations , benches and landscaping to blend in ti the community was going to be going there. How many residents bought based on that and now we find out a 3 story car parking structure and apartments are being forced upon us, its unacceptable and unwanted. Furthermore, there was a gas leak onsite causing the fire department to block off the area, filled the community with the small of gas and I can’t help but feel this is a direct result of rushed permits and improper planning.

I urge you to disapprove the proposed project from recent meetings and discussions with my neighbors, I know my opinions are shared by many who have not managed to write letters and emails.
