Halt Excessive High-Rise Development Across Melbourne's Suburban Activity Centres

This is the only official way we can have an impact.  I have left the original petition below for context.  The Allan Government has just announced changes that will literally destroy residential Melbourne.

The Victorian Government does not recognise signatures on change.org  The only way you can have an impact is to sign the official e-petition.  Please help.  Please help save our beloved Melbourne.

The residents of Hampton East Victoria, came here for its quiet, tree lined streets and a close community spirit. This serenity and the area's natural beauty are now under threat from the Moorabbin Activity Centre Plan that proposes to add thousands of more homes into our community. 

In summary the plan covers the Moorabbin activity centre and surrounding catchment area, aiming to guide development until 2051.

Here is what reality looks like for 5 storeys:

This construction stands opposite single storey units, and next door to single storey homes.

Key Points include:

  1. Housing targets: The plan proposes to accommodate 5,000 to 6,800 new dwellings by 2051.
  2. Building heights:
    • In the activity centre: Proposes buildings ranging from 5 to 12 storeys (17 to 40 meters)
    • In the catchment area: Suggests buildings up to 3 to 6 storeys, depending on lot size
  3. Zoning changes: Proposes rezoning some areas, including changing General Residential Zone to Residential Growth Zone in parts of Glen Eira.
  4. Large Opportunity Sites: Identifies specific large sites for potential high-density development, with buildings up to 12 storeys.
  5. Active frontages: Proposes requirements for active street frontages in certain areas to enhance street-level activity.
  6. Infrastructure: Mentions exploring a new infrastructure funding mechanism but doesn't provide specific details on infrastructure upgrades.
  7. Open spaces: Includes provisions for protecting some open spaces from overshadowing but doesn't specify creation of new open spaces.
  8. Implementation: Aims to implement these changes through planning scheme amendments by the end of 2024.

In short the plan causes concern huge concerns in the following areas:

  • Inappropriate scale of development in residential areas: The plan proposes allowing buildings up to 5-6 storeys in parts of the residential catchment area. This dramatic increase in building heights is completely out of character with the existing low-rise suburban neighborhood. It would negatively impact streetscapes, overshadow existing homes, and fundamentally alter the character of our community.
  • Environmental impacts: The proposed intensification of development will result in the loss of mature trees and green space that currently provide important habitat for wildlife as well as keep our streets and homes cooler in summer months. The plan does not adequately address how it will preserve the neighbourhood's tree canopy and green character.
  • Inadequate infrastructure: The plan projects 5,000-6,800 new dwellings by 2051 but does not sufficiently detail how infrastructure will be upgraded to support this population growth. Our roads, public transport, schools, and community facilities are already strained. Without concrete plans and funding for major infrastructure upgrades, this level of development is not sustainable.
  • Loss of neighbourhood character: The proposed building heights and densities are inappropriate for a suburban area and risk eroding the unique character of Bayside. The plan does not demonstrate sufficient consideration for preserving the area's heritage and maintaining its family-friendly atmosphere.
  • Overshadowing and loss of amenity: Taller buildings will cast shadows over existing homes, reducing access to sunlight and impacting quality of life for current residents. The plan does not adequately protect solar access for existing properties.

We need to keep Hampton East's unique qualities intact and preserve it for future generations. Therefore, we call upon Sonya Kilkenny and the State Government to reconsider this overly-ambitious plan, the impact on existing residents (YES WE ARE RESIDENTS and HOME OWNERS NOT JUST "LAND OWNERS"), and the impact on the community here as a whole. Please sign this petition to join us in our plea to halt the Moorabbin Activity Centre Plan for excessive residential building.
