While our nation prides itself on the freedom it offers, this freedom can feel illusory for many without the stability of a secure home and a place to launch an enterprise. This issue strikes a personal chord with me, as I believe that we need to end homelessness now, not later. Temporary solutions aren't enough; we need lasting change.

The foundation of this change lies in a constitutional promise—a new amendment that guarantees every adult American citizen the right to one primary dwelling and one small-enterprise property. Such a guarantee is not just a visionary ideal but a necessity in the 21st century. Addressing housing and employment accessibility will lay down pathways for empowerment and foster communities where every citizen has the opportunity to thrive.

The statistics are stark: as of 2021, over half a million people in the United States were experiencing homelessness on a single night, according to HUD. In addition, countless more live on the brink of housing insecurity. By embedding the right to a home and a place for enterprise into the Constitution, we create a safety net for these individuals and prevent countless others from slipping through the cracks.

To achieve this, I propose a multi-faceted approach:

1. **Drafting a new constitutional amendment** that will grant the right to one primary dwelling and one small-enterprise property for every adult citizen.


2. **Establishing a government-backed housing fund** to assist citizens in acquiring or building homes.


3. **Creating incentives for small businesses** by providing tax breaks and low-interest loans for properties designated for enterprise.


4. **Partnering with local organizations** to ensure accessible housing solutions tailored to community needs.

This endeavor not only promotes equity but stimulates our economy, as citizens with stable homes and businesses tend to contribute more significantly to the economic fabric of our communities.

The Right to Housing and Enterprise (Proposal)

A Constitutional Promise for Liberty and Security in the 21st Century 

Preamble 

Liberty without security is fragile.  A nation is only as free as its citizens are stable.  This proposal recognizes that every American deserves a foundation, a home to live in and a place to work from; so that freedom is real, not theoretical.

 

1. The Guarantee 

Every adult citizen shall have a constitutional right to one primary dwelling and one small-enterprise property.
These rights cannot be taken away except by due process for crime or abandonment.

 

2. The National Housing Trust (NHT) 

A public-trust system, jointly run by federal and state agencies, will: 

Ensure every citizen can claim a home and an enterprise property; 

Keep a permanent public record of ownership; 

Protect those properties from speculative seizure or forced foreclosure.

 

3. Funding 

The National Housing Trust Fund draws revenue from: 

Progressive contributions on property holdings above the guaranteed minimum; 

Taxes on long-term vacancies and speculative trading; 

Limited use of estate and land-use taxes; 

Reinvestment returns from Trust-owned developments.
Funds may be used only for housing security and maintenance.

 

4. Freedom of the Market 

Private property and development remain free.
The amendment simply draws a constitutional baseline: one secure home and one place of enterprise for every citizen.
Beyond that baseline, ownership and trade continue under market rules.

 

5. Oversight and Integrity 

Independent Inspector General for Housing to investigate fraud and waste. 

Annual public audits and open-data reporting.
