Grievance of the back bone of the Nation

The Issue

Respected Sir,

We, the employees of BIBCOL, are writing to bring to your kind attention the critical situation of Bharat Immunologicals and Biologicals Corporation Limited (BIBCOL), a Public Sector Undertaking, under the administrative control of Department of Biotechnology, M/s Science & Technology established in 1989 with the noble objective of producing Oral Polio Vaccine (OPV) under the National Immunization Programme to eradicate polio from our nation at Bulandshahr(UP).

Over the years, BIBCOL has played a crucial role in the fight against polio, contributing significantly to the national immunization efforts. However, it is with deep concern and a heavy heart that we inform you of the current dire state of the company. BIBCOL has been without production for the last two years and is on the brink of closure due to prolonged neglect and administrative challenges, primarily the failure to appoint a regular Managing Director (MD) for the last 15 years by the Department of Biotechnology (DBT).

The absence of a regular MD has led to a vacuum in leadership, resulting in operational inefficiencies and strategic direction lessness. The situation has deteriorated to the extent that hundreds of employees have not received their salaries for the past one year, putting their families in a precarious situation as they struggle to meet their basic needs. 

The whole issue started 2 years back when losses started to occur to the company. The company usually used to take overdraft from bank for production as per the tender order (whether it be for the production of polio or for the medicines) received. But for the past 2 years, the Managing Directors(MD's) were changed on a constant basis hampering the working thus the company was at stake as it couldn't avail the accurate order and on a later stage, the bank also denied to help a drowning company with overdrafts.

The closure of BIBCOL would not only signify the loss of a critical asset in our public health infrastructure but also the loss of livelihoods for numerous dedicated employees who have contributed to the company's mission with unwavering commitment. The impact on their families, who are already facing immense hardship, would be devastating.

In light of the above, we earnestly appeal to your good self to intervene in this matter urgently. Specifically, we request the following actions to be taken:

1. Immediate Revival Plan: Formulate and implement a comprehensive revival plan for BIBCOL to resume its production activities and regain its position as a key player in the national immunization programme.

2. Appointment of a Regular MD: Expedite the appointment of a competent and experienced regular Managing Director to provide the necessary leadership and strategic direction to BIBCOL.

3. Employee Welfare Measures: Ensure that the pending salaries of the employees are disbursed at the earliest and introduce measures to safeguard their interests and welfare.

We are confident that with your esteemed intervention, BIBCOL can be revitalized to continue its mission of serving the nation’s public health needs. Your prompt and favourable action in this regard will be highly appreciated by all stakeholders, especially the affected employees and their families. I sincerely request to the authorities concerned to look into this matter as many livelihoods are at concern, many children are just availing education and are pursuing for their dream career but everything would be at stake if this issue is not resolved as a priority. As basic needs are put to hold in order to meet the daily needs. 
The employees are now struggling to educate their children so that they don't have to face such scenarios in their future.
