The Issue

Let’s get accessible street parking around The Vue Luxury Apartments! There are roughly 20 spots near the complex that have “No Parking” signage posted.

The Problem:

Envision wrapping up a late shift at work or hanging out, only to prowl Georgia Street, Davidson or College for 20-40 minutes amid Indy traffic, risking a $20 ticket to park (there is a dedicated officer that arrives every morning to write parking violations) or—worse—your catalytic converter getting jacked overnight. That's the grim grind for 200+ residents at The Vue Luxury Apartments (718 E Georgia St), where "luxury" somehow skips parking. There is a garage but there is a waiting list and underground parking is rather expensive.

This 4-floor high-rise packs 200+ studio-to-2-bedroom units into the buzzing Irish Hill/Downtown corridor, steps from Fountain Square's breweries and the Cultural Trail. But with remote gigs booming and events at Gainbridge Fieldhouse drawing crowds, spots vanish fast. A fellow tenant, juggling two jobs, chose street parking to save cash and got her converter swiped—repair costs ate her rent deposit. In walkable-but-car-reliant Indy, where trails don't always cut it for grocery runs or kid shuttles, secure parking is essential, not an upsell. Without fixes, as more units lease up, this will explode, eroding the community vibe that drew us here.

The Solution:

It's straightforward and feasible: Make Adjacent and nearby streets free parking or at the very least, accessible after work hours like 11pm-7am. Those parking spots around The Vue don't impede traffic or disrupt businesses near this location. We are asking that signage in the 700 block of East Georgia St., the 100-200 block of South Davidson St. and the 100-200 block of South College Ave. be changed or removed to accommodate the growing residential population.

Who and What We're Asking:

We're calling on the Indianapolis City-County Council District 4 Representative
Covers the Irish Hill/Downtown area around 718 E Georgia St. They influence zoning variances, residential parking permits, and can pressure developers on community impacts.
     - Current Rep (as of 2025): Paul Annee (Democrat; term ends 2027).
     - Contact: paul.annee@indy.gov or (317) 327-4242.
     - Why: Council approves off-street parking ordinances (e.g., Section 2.10 of city code) and can advocate for equity in high-density areas.
Indianapolis Department of Business and Neighborhood Services (DBNS):
Oversees zoning, building permits, and residential parking enforcement citywide.
     - Key Role: Issues permits for parking additions and handles complaints on inadequate facilities.
     - Contact: dbns@indy.gov or (317) 327-4600.
     - Why: They enforce Revised Code rules on street parking and can require developers to add spots during reviews.

1. Approve and fund the installation of signage for approximately 20 new parking spots (named in Solution) immediately.

2. Stop predatory ticketing practices

3. Launch a community input session to finalize designs and ensure equity.

4. Commit to ongoing monitoring to adjust as needs evolve.
