Petition for Compassionate Review, Release, and Public Advocacy

I am writing with urgency, respect, and deep concern regarding Joshua Wright, who has been incarcerated since 2015. This petition requests compassionate review of his continued incarceration, reconsideration of his sentence in light of evolving legal standards, and public advocacy addressing the civil and human rights concerns surrounding his confinement.

 


Joshua is the first son and first grandson of his family — a role that carries cultural, emotional, and generational significance. His incarceration has created a lasting void within his family structure. His grandmother, now aging, continues to fight tirelessly for his freedom with one simple hope: to have meaningful time with her grandson while she is still living. Her plea is not rooted in denial of accountability, but in humanity, love, and the belief in redemption.

Joshua is also the father of a daughter born in the summer of 2015, whom he has only known through incarceration. His child has grown up without the opportunity to experience her father’s presence, guidance, or care. She deserves the chance to know her father beyond the mistakes of his past and within the growth he has achieved since.

Joshua has paid for his crimes, and continued incarceration at this stage no longer serves a meaningful rehabilitative purpose. Instead, it has become detrimental to his successful reentry into society, weakening family bonds, disrupting support systems, and prolonging separation that undermines restoration rather than promoting it.

In addition to these personal and familial harms, Joshua’s continued incarceration must be viewed in the context of evolving legal standards. In 2024, significant changes were enacted addressing the use of acquitted conduct in sentencing, reflecting a growing recognition that punishment should not be enhanced based on conduct a jury did not find proven beyond a reasonable doubt. These changes signal a broader shift toward fairness, proportionality, and constitutional integrity within the justice system.

Joshua’s sentence was shaped during a time when such practices were permitted, and continued confinement without review raises serious concerns about equity and proportional justice, particularly when similarly situated individuals are no longer serving comparable sentences. Notably, Joshua’s co-defendant has since been released, further underscoring the need for reevaluation and highlighting disparities that erode confidence in the fairness of the system.

 


Equally alarming are the medical conditions Joshua has endured while in federal custody. He suffered a severe asthma attack that resulted in a collapsed lung, a life-threatening emergency. Despite this, the facility failed to notify his family before transporting him for emergency surgery, denying them the basic dignity of awareness during a moment when his life was at risk — a reality that raises serious civil and human rights concerns regarding medical neglect and institutional accountability.

 


Following emergency surgery, Joshua was returned to the facility to recover under conditions not conducive to proper healing, further compounding these concerns.
