Petition to the Governor of the Commonwealth of Virginia

When Tariq Beane committed his crime, he was only 16 years old. A terrible decision made during adolescence changed the lives of many people forever. A life was lost, families were devastated, and Tariq has lived with the weight of that tragedy every day since.

Nothing can undo the harm that was caused, and Tariq does not seek to excuse his actions. He accepts responsibility and expresses sincere remorse for the pain his crime caused to the victim's loved ones, his own family, and the community.Today, however, Tariq is no longer the 16-year-old boy who entered the Virginia prison system. He is an adult who has spent almost a decade working to become a better man.                     

 While incarcerated, Tariq has:       Earned his GED. Completed anger management and substance abuse programs. Demonstrated accountability, maturity, and a commitment to rehabilitation.

These accomplishments cannot erase the past, but they do show that people are capable of change. Research and experience have shown that young people often act with poor judgment and are more susceptible to peer influence than adults. At the same time, they also have a remarkable capacity for growth and rehabilitation. Tariq's life reflects that potential for change.

Executive clemency exists for extraordinary cases where mercy and justice can work together. After serving a substantial portion of his sentence and demonstrating years of rehabilitation, Tariq respectfully asks to be considered for a conditional pardon or sentence reduction. We ask Governor of Virginia to carefully review Tariq Beane's clemency petition and consider the man he has become—not only the child he was when this offense occurred.

By signing this petition, you are not minimizing the seriousness of the crime or the loss suffered by the victim's family. You are recognizing that accountability and rehabilitation can coexist, and that people who have genuinely changed deserve to have their growth thoughtfully considered.
