Grant Clemency to Robert Crosby: A Call for Justice & Compassion from MD Gov. Wes Moore
The Issue
To: Governor Wes Moore, State of Maryland
We, the undersigned, urge you to review the case of Robert Crosby, a 47-year old man who has spent nearly two decades behind bars for a non-violent drug offense - with a sentence that far exceeds what current law would allow.
Robert was arrested and convicted at the age of 29 for distribution of less than 40 grams of cocaine. While it was his 3rd offense, his first offense occurred when he turned 17 years old. At that time, his parents were not notified and and he was advised to plead guilty as an ADULT in exchange for leniency, despite the charge being insufficient to warrant adult prosecution under standard guidelines. Importantly, Robert has no convictions classified as violent crimes under Maryland law. Despite this, Robert was sentenced to 48 years total (40 years for the conviction and 8 years consecutive for a violation of probation).
This sentence is not only disproportionate to the crime but also out of alignment with Maryland's own revised laws. In 2017, Maryland enacted sentencing reforms that would only allow a maximum of 25 years for a third drug offense. Had Robert been sentenced under today's guidelines, he would already be free - or close to it.
Robert has demonstrated exemplary behavior and a commitment to change. During his incarceration, Robert has demonstrated the ideals of rehabilitation:
- Earned plumbing certification as well as earned certificates for other available trade and educational courses
- Maintained positions of trust
- Sustained a relatively clean disciplinary record free of major infractions
- Remained closely connected to a supportive network of devoted family and friends ready to help him reintegrate into society
Governor Moore, your administration has championed justice reform, and human dignity. Robert Crosby is more than just a name and ID number in the Maryland prison system; he is a person whose journey reflects profound change and personal growth. His story is not just a tale of a past judgment but a testament to a man who has come a long way and could go even further. It is time to recognize the transformation he has undergone and the promising future ahead that's focused on positive contributions and impacts, love for his family and friends, and service to the community, if given the chance. By granting him clemency or commuting his sentence, you would not only be serving justice but also endorsing the value of rehabilitation and hope for individuals who have shown determination to turn their lives around.
We respectfully ask that you commute his sentence or grant clemency, and bring justice and hope to a man who has already paid a price far beyond what is just.
