Permit Pennsylvania restaurants to sell alcohol cocktails to go.

The Issue

My suggestion is as follows:
Make an amendment to the liquor authority code. 42 states have already done this in March. Of course all of this is temporary!
Allow us to sell mixed cocktails to go in secured sealed containers. Must be placed in a bag for home consumption. Must be picked up (we do curbside with our take outs), no deliveries, no third party deliveries, must be purchased with a to go food order. The alcohol purchased must not exceed 40% of the total amount of the order.
This will give us the necessary tools to at least be able to pay our mortgages/rents and utilities.
Restaurants cannot pay bills selling food take out. Overhead is too high, we are not a corner delis or pizza shops. Give us the tools to survive and let us set an example of how to do it correctly throughout the Commonwealth. We don’t need times that occurred during prohibition. With the future opening of some Super Liquor Stores we can continue to support revenue by restocking. 
We understand the extreme nature of the virus and are willing to reinvent our establishments during the crisis, but we need the liquor to succeed. A liquor license is one of our more valuable assets in the hospitality industry. Let us temporarily utilize that in accordance with our responsible alcohol management program we all are certified in. Thank you for your time!
