Governor Gavin Newsom & the Board of Supervisors Must Protect Los Angeles County from the FLAWED RHNA Rezoning Process!
On December 2, 2024, Governor Gavin Newsom MUST ACT TO PROTECT Los Angeles County from the unfair and FLAWED Regional Housing Needs Assessment (RHNA) rezoning process, which is impacting communities across California, including Ladera Heights, Westchester, Windsor Hills, View Park and Inglewood to name a few. RHNA is a critical part of a multi-step housing process, including the Determination and Allocation phases. On December 2, 2024 Governor Newsom will call for a “special legislative session to protect California's values." During that special session we call on Gov. Newsom to protect California's values by passing legislation that grants a 10-month extension on the February 12, 2025 state-mandated deadline for LA County Supervisor Holly Mitchell to approve and submit what will be a “FLAWED” Regional Housing Needs Assessment (RHNA)-based Westside Area Plan.
This “FLAWED” plan would intentionally and inaccurately rezone historically significant African American communities like Ladera Heights, Windsor Hills, and View Park—three of the most prominent middle-class African American communities in the United States. Additionally, this FLAWED RHNA based plan will also negatively impact neighboring residents living in Westchester, Inglewood, and Culver City to name just a few communities.
As a hardworking middle-class American, I work my ass off every day to keep my home in the historic Old Ladera Heights community. My vocal opposition to the way our state, county, and city officials are managing California has made me the target of a smear campaign simply because I believe in safe communities, better public safety, and fair, reformed rezoning policies for LA County, including RHNA reform. Governor Gavin Newsom knows the RHNA formula used to rezone the entire state of California is deeply flawed. Both the Los Angeles Regional Planning Department and the Los Angeles Regional Planning Commission have acknowledged this.
In March 2022, the California State Auditor released a report revealing a FLAWED RHNA process. The report found that the housing goals lacked evidence and that the methodology used by the Housing and Community Development (HCD) department had inflated housing requirements by hundreds of thousands of units. Michael S. Tilden, in a letter to Governor Newsom and legislative leaders, stated, “Our audit determined that HCD does not ensure its assessments are accurate or adequately supported.” He further noted that HCD had not sufficiently considered all factors required by law, risking public confidence in the housing planning process. Now is the time for RHNA REFORM across the entire state of California. On December 2, 2024, Governor Newsom MUST sign a bill that grants a 10-month extension on the FLAWED RHNA-based Westside Area Plan and begin the much-needed reform of the FLAWED RHNA process for the entire state of California.
