Second, In a major victory for local home rule, a judge has ruled in favor of Coral Gables over The Florida Retail Federation regarding their Styrofoam ban ordinance. The retail federation is the group that Publix uses to lobby for them. They are the main reason cities can't ban or regulate plastic bags.
