The Issue

Thousands of domestic animals are abused, neglected and abandoned in the state of Arkansas.  Animal rescues and shelters are overwhelmed by the amount of intakes they receive on a weekly basis.  They are sickly, starving, injured, abused, neglected, infested, abandoned, pregnant and scared for their lives.  This occurrence is substantial evidence that the current laws of Arkansas are not effective in deterring such crimes.  The current laws are useless and need to be strengthened with higher penalties especially first offenses.
