Governor Abbott Veto HB 3749 Until Paramedics are Rightfully Included
The Issue
We, the undersigned, respectfully call on Governor Greg Abbott to veto House Bill 3749 unless it is amended to include licensed paramedics under physician delegation for IV therapy.
While the bill’s goal of improving patient safety is valid, it unfairly and unnecessarily excludes paramedics despite their extensive training, licensure, and history of safely working under medical supervision.
Paramedics are highly trained healthcare professionals, with over 1,200 hours of accredited education and clinical preparation. We perform advanced procedures such as intubation, needle decompression, cardiac pacing, defibrillation, medication administration, and much more often in the most critical and unpredictable conditions imaginable.
Across Texas, paramedics are now left confused, disheartened, and wondering why they are being singled out and excluded from providing elective IV therapy, when they have safely delivered this care for years under physician oversight.
We believe this exclusion was not intentional but rather the result of lawmakers not being fully informed about the scope of paramedic practice or the current Texas Medical Board rules that permit physician delegation to qualified, licensed individuals.
This is not about protecting profits or businesses.
This is about respecting paramedics as equals in the healthcare system and preserving public access to affordable, supervised wellness care.
We are not the problem. We’ve always been part of the solution.
Governor Abbott, we urge you:
👉 Veto HB 3749 in its current form
👉 Send the bill back for amendment to correct this critical oversight
👉 Protect the rights and recognition of Texas Paramedics
