ZA government confirmation of end to mobile surveillance after state of disaster is over.

The Issue

During normal constitutional South Africa surveilance of the population is governed by RICA, or the Regulation of Interception of Communications and Provision of Communication-related Information (RICA LAW).

During the state of disaster the government has extended powers to: "Using mobile technology, an extensive tracing system will be rapidly deployed to trace those who have been in contact with confirmed coronavirus cases and to monitor the geographical location of new cases in real time." (Presidents Speech).

We understand the special circumstances we find ourselves in and the need for special measures, but we would like to see these measures officially reverse when the state of disaster is declared over. These powers are detrimental in a democracy that enshrines privacy in the constitution, chapter 14 bill of rights:

"Privacy14. Everyone has the right to privacy, which includes the right not to have—(a) their person or home searched; (b) their property searched; (c) their possessions seized; or (d) the privacy of their communications infringed."

As a member of the democratic state and Information Security industry we simply request returning to the norm.
