Justice for Khaire - Official Petition

On the afternoon of Sunday April 12, a man and his friend living in Dhulikhel in the outskirts of Kathmandu, Nepal captured a young female dog that was known to members of her community as Khaire. She was a community dog, one that lived happily among people while simultaneously struggling to survive and stay clear of human violence.

Unfortunately, on this day, Khaire fell victim to the ignorance of humans when she nipped at a child that was harassing her, scratching the child’s skin. In return, the two men, whose identities are known to police, tied her to a pole and mercilessly beat her to death with a metal rod.

The video of their violence immediately went viral and protesters motivated by shock and horror in search of justice congregated outside the guilty man’s home. Within a day it’s alleged some people from the same area killed a dog claiming it had rabies but no medical evidence was provided. A video was sent directly to one of the protestors as a symbol that they would not be intimidated or stopped. A totem to their entitlement, and their belief that it is within their rights as humans to murder dogs.

Although charges were filed by a local animal activist, the police have not charged the individuals although Nepali law criminalizes certain types of violence towards animals, such as the one committed against Khaire. We have created this petition because we need your help to ensure these men and their enablers are brought to justice. As a global community, we must send a message that unethical and immoral violence will not be part of our identity and we must come together to seek Justice for Khaire.

We cannot save her now, but we can do what is right. Join us by offering your signature as a show of support to honour the memory and dignity of a beautiful animal that was brutally murdered without shame, without remorse, and without justice. Help us achieve Justice for Khaire.

This petition is to enforce sections 216 (Prohibition of reckless conduct with respect to animals and birds), 290 (Prohibition of cruel treatment to animals and birds) and 291 (Prohibition of killing animals or birds in public places) under Nepal’s National Penal Code Act of 2017.
