Redevelopment of Gandhi Ashrams, by removing people from their own houses is ethical?

I have come to you to get some answers?? that redeveloping of Gandhi Ashram is necessary?
Because, it is being redeveloped? by removing people who are living there for years. Before India became India an independent country.
So, a simple question is it necessary to redevelop the ashram? because if Gandhiji would be there today alive he would never remove his own people. Though, if the government is ready, we need to think that, are those people ready for it?
Yes or No? Because they are both shares as well as a stakeholder of place and country?
One lifelong resident said she was “habituated to live a simple life, like Gandhi ji. I do not know how to live in a high-rise flat away from the ashram and the trees and the river. It makes me very sad to be forced to leave my birthplace.” (The guardian)

Think, that one day government comes and instruct you to go out from your home, because they want development? Think and respond!!
