Imagine an authority banning a car manufacturer every time one of its vehicles is misused by a reckless driver. Such a measure would be unjust, punishing millions of responsible users for the actions of a few. Instead, governments regulate vehicle usage by categorising vehicles and requiring user licences, ensuring accountability without sacrificing accessibility.

The same principle applies to digital platforms like TikTok. Albania’s decision to ban TikTok for a year, following the tragic death of a teenager linked to social media conflicts, reflects a reactive approach. While the intention is to protect citizens, blanket bans often fail to address the underlying issues effectively.

A more sustainable solution would be the implementation of a Mandatory Personal Browsing Licence tied to End User Licence Agreements (EULAs). This approach provides:

 1. Categorisation and Regulation: Just as vehicles are categorised for different purposes, online platforms can be regulated based on their functionality and risks. Access would then depend on a user licence that ensures proper understanding and responsible usage.
 2. Accountability: By linking online activities to licensed users, individuals are held accountable for their actions, discouraging misuse.
 3. Targeted Enforcement: This solution avoids the overreach of blanket bans, focusing instead on specific bad actors while allowing responsible users to continue benefiting from the platform.
 4. Flexibility: Unlike outright bans, this approach can adapt to evolving technologies and platforms without imposing unnecessary restrictions on legitimate users.

Adopting a licensing system similar to vehicle regulation will help governments like Albania creating safer online environments without resorting to restrictive bans. This method addresses the root causes of digital misuse, fostering accountability and ensuring fair access for all.
