Macron says France will act if the EU doesn’t. But rather than rushing into another national ban, this is a real chance to lead with something stronger: a long-term, flexible approach that actually makes sense in today’s digital world : The Chance to introduce the HMI Licence
Banning social media for under-15s might protect some children, but it also assumes that age alone determines risk. That’s not always true. Some older users struggle just as much with online harm, and some young people use tech responsibly. Mental health can also pose more risk than age.
Let’s stop chasing the next app crisis and start fixing the way we engage with technology from the ground up.
Instead of banning access based on age or app, we should be looking at how people interact with technology in the first place. That’s what our proposal focuses on: regulating the Human-Machine Interface—the point where humans connect with digital systems. It’s the one constant across every app, device, or platform, now and in the future.
What we really need is a smarter system that looks at how digital platforms affect behaviour, not just who’s using them. Our idea creates a framework that can adapt to new technologies as they appear—without needing new laws every time something changes.
