The Issue

Quincy V. Hawkins has been incarcerated since 2007 after receiving a 391-month sentence at just 22 years old. Before trial, he was offered a plea agreement of 17 years. However, after receiving legal advice that accepting the plea did not guarantee that sentence because the judge could impose a different one, he chose to proceed to trial. His request to replace his attorney was denied.

Today, Quincy has served more than 18 years in prison—longer than the plea agreement he was originally offered.

Since his sentencing, Washington State law has changed in significant ways. Following the Washington Supreme Court’s Blake decision, Quincy was resentenced, and he currently has a CrR 7.8 motion before the Washington State Supreme Court seeking relief related to a firearm conviction that he argues no longer has a valid legal basis following those legal developments.

During nearly two decades of incarceration, Quincy has worked tirelessly to transform his life. He has completed more than 30 educational and personal development certificates, pursued independent college-level studies, developed self-help and educational resources, created the non-profit initiative Locate the Nation, participated in psychological evaluation, and prepared a detailed release plan focused on successful reintegration into society.

Most importantly, Quincy has accepted responsibility for his past and expressed sincere remorse for the harm caused to the victims, their families, his own family, and the wider community. He has dedicated himself to becoming a better man and hopes to use his experiences to help others avoid making the same mistakes.

Quincy is also a devoted husband and father. His continued incarceration has placed an enormous emotional and financial burden on his family, who are working to reunite after years apart.
