Give People a Second Chance in West Virginia

The Issue

We, the undersigned, urge West Virginia lawmakers to support the Second Chance Parole Eligibility Act.

Across our state, individuals are serving long and often permanent sentences without any opportunity for meaningful review—even after decades of demonstrated growth, rehabilitation, and personal transformation.

This approach ignores well-established truths:

People change over time

Risk declines significantly with age

Rehabilitation and accountability should be recognized

The Second Chance Parole Eligibility Act is not about releasing individuals automatically.

It is about restoring review, fairness, and hope.

This bill would:

✔ Allow individuals who have served significant time to be considered for parole

✔ Ensure decisions are based on who they are today—not just who they were decades ago

✔ Promote rehabilitation and positive behavior inside facilities

✔ Strengthen families and support successful reentry

Keeping people incarcerated forever without review does not make our communities safer—it ignores growth, wastes resources, and removes incentive for change.

West Virginia has already recognized the importance of second chances in other areas.
