Give Parents a Fighting Chance: Establish Dedicated Parent Reunification Advocates

The Issue

When a parent faces child welfare services, the court hands them a checklist to regain custody: complete rehab, find safe housing, attend parenting classes, secure employment, and attend court dates.

Then, they are left to do it alone.

My daughter fought hard against addiction, but the hardest fight was against an overwhelming, fragmented bureaucracy. She was willing to do whatever it took to bring her children home, but without guidance, transportation, or coordination, navigating those requirements while in early recovery became an impossible maze.

She did not lose custody from a lack of love—she lost it from a lack of navigation.

Across the country, hundreds of thousands of children sit in foster care. A staggering number of these parents want to recover and do the work, but they are handed an impossible checklist without a roadmap. Child caseworkers are already overburdened, managing dozens of caseloads, leaving no one dedicated to actually walking a struggling parent across the finish line.

The Solution: A Parent Reunification Advocate
Every parent working a reunification case plan should be assigned an independent Parent Reunification Advocate.

Just as children are granted court advocates (like CASAs), parents need dedicated navigators whose sole focus is helping them succeed. A Reunification Advocate would:

Break complex court mandates into manageable, step-by-step milestones.
Help secure immediate placements in addiction and mental health treatment.
Assist in navigating housing, employment, and transportation barriers.
Act as an accountability partner and bridge between the parent, court, and caseworkers.

Why This Matters
Keeping families together doesn't just save hearts—it saves communities. Reunification breaks the generational trauma of family separation and drastically reduces the public cost of prolonged foster care.

No parent should lose their children simply because they could not decode a bureaucratic system while fighting for their health.
